How old is your domain? Did you stand it up with Windows 2000 or 2003? Have you upgraded it to Windows 2008/2012/2016? Did you check replication for SysVol?

Windows 2000 and 2003 domains used FRS to replicate SysVol between domain controllers. FRS is now an outdated protocol and has not been updated since Windows 2003 R2. Beginning with Windows 2008 new domains use DFS to replicate SysVol.

If your domain was created with Windows 2000 or 2003 and later upgraded to Windows 2008 and later, domain controllers still use FRS to replicate the contents of SysVol, however, you will not be able to upgrade your domain to Windows 2019 until your domain uses DFSR for SysVol replication.

Microsoft provides a utility, dfsrmig, that can provide the current state (FRS or DFSR) and perform the migration to DFSR. To check which is in use, logon to a domain controller with Domain Admin or Enterprise Admin rights, launch an elevated command prompt and run this command:

dfsrmig /getglobalstate

A response of “DFSR migration has not yet initialized” indicates the domain controllers are still using FRS for SysVol replication.

The migration is a three-step process and must be run on each and every domain controller. It takes time and patience and depends on the number of domain controllers and available bandwidth between the domain controllers.

If your IT staff does not have the needed experience or simply does not have the available time to perform this migration, Fulcrum is here to help.
